Most Series have characters which appear in more than one book. Books featuring continuing characters may not have an overall story arc -- often in the romance genre, each book stands alone with guest appearances by characters from another book being one thing that ties each book together.
Books in a Romantic Series not only have continuing characters but also have an overall story arc.
