Neil Haslam, newly appointed principal of the Technical Institute in a remote country town, came sweeping into it like the traditional new broom. Not one on the staff, he declared, had an original idea. The whole place was mouldering in a backwater, and he intended to see that sweeping changes were carried out, or else!
