The Romance Writers of America Published Authors Network (also known as PAN) is open only to those member of the RWA who have published novels:

The purpose of PAN (Published Authors Network) is to establish within the RWA framework a network of communication and support to effectively promote and protect the interests of published romance authors; to open channels of communication between those romance authors and other publishing industry professionals; and to encourage professionalism on all levels and in all relationships within the publishing industry.

PAN provides specialized programming for its members. A special PAN-Liaison sits on the RWA Board of Directors.

PAN was established in 1990. As with many programs established by the Romance Writers of America, the creation of PAN lead to controversy within the organization. Issues relating to PAN membership, including criteria for being deemed a "published author" continue within the organization.
