Former Foreign Service officer Meg Moore's ten-year-old daughter, Amy, and mother has been kidnapped by Kazbekistani terrorists. The terrorists demand that Meg must help them find one of their archrivals, Osman Razeen. Meg marches into the Kazbekistani embassy in Washington and takes Razeen hostage, then demands that Navy SEAL John Nilsson be the one assigned to help her. "Nils" and Meg had met several years earlier when John and his SEAL team were engaged in an extraction mission, before her husband died. The second plot involves Meg's mother, Eve, who to keep Amy calm during their captivity by telling the story of when she was a teenager in England during WWII including her involvement in the 1940 evacuation of British soldiers from Dunkirk. The third story is the continuing fire between Alyssa Locke, an FBI agent handling the situation, and Sam Starrett, a member of SEAL team 16.
